The Barcelona midfielder, 26, is understood to be receptive to the interest of both clubs.
Song is well aware he is set to be sold by Barca, two years after moving to the Spanish club from Arsenal.
Despite joining for £16m, Song could go for as little as half that amount as his club look to cut their losses.
Speaking in March, Song revealed England was always likely to be his destination should he leave Spain this summer.
He said: “If I leave Barcelona it will be to return to the Premier League.
“I will return to England one day, that’s for sure.”
